How to publish a zoning plan from ArcGIS Pro without ArcGIS Enterprise

The planner stays in ArcGIS Pro, the municipality gets a web map of the regulatory drawing with regulation sheets. No Esri server licence.

Slovak Act No. 200/2022 on spatial planning and Decree No. 153/2024 turn the municipal zoning plan into data. The regulatory drawing is submitted as a geodatabase (GDB) or GeoPackage (GPKG) in the JTSK03 reference system (EPSG:8353). The Office for Spatial Planning and Construction had template files prepared for both QGIS and ArcGIS Pro, so many planners work in Esri software.

Where the problem is

Submitting the drawing to the state does not mean citizens, investors or the building authority can easily use it. The classic Esri route goes through ArcGIS Enterprise or ArcGIS Online. That is another licence, server administration or credits, and a yearly cost that a municipality often has no budget for.

The UPLAN route

  • The planner keeps working in the ÚÚPV template files for ArcGIS Pro.
  • The geodatabase (.gdb) is zipped, or the drawing is exported to GeoPackage.
  • The file is uploaded in the municipality's admin interface at obec.uplan.sk.
  • UPLAN translates domains and codelist codes to the template's text values, keeps OBJECTID, drops Z and M values, linearises curves and converts coordinates to JTSK03.
  • It checks topology and attributes and creates a new version of the drawing with an error report.
  • Once published, anyone clicks a parcel and gets the regulation sheet, planning information and an answer from the assistant based on the regulations.

What to watch out for

  • Keep layer and field names from the ÚÚPV template, for example the priestorovo_funkcna_entita layer and the CRL_UC field. UPLAN skips extra fields and reports them.
  • If the drawing is in the older S-JTSK (EPSG:5514), UPLAN converts it to JTSK03 and asks you in the report to check the position. The decree requires JTSK03.
  • Separate multiple values in one field with a semicolon. ArcGIS has no multi-value fields, so UPLAN splits them using the codelist.

What about QGIS?

In QGIS, the UPLAN plugin publishes the drawing in one click straight from the project. Or you save the template GeoPackage and upload it in the admin interface. For the municipality the result is the same either way.
